Cottagers Daily Rumor Mill: Are Fulham and Rangers leading up the interest for Joe Ledley of Cardiff City?

I noticed this interesting rumor today in the Scottish Sun. This article mentions Fulham as a possible landing spot for Joe Ledley of Cardiff City. It also states that Rangers are also in hot pursuit. The player is a Welsh international and only a 23 years old midfielder. He recently scored in Cardiff City's loss to Blackpool in the Football League Championship Playoff Final.
